THE ANALYSIS OF FORING TRADE ACTIVITY OF UKRAINE IN MODERN TERMS

The purpose of investigation has been to substantiate the organizational and methodological approaches to ensuring the interaction of agricultural policy tools with measures of state strategicprograms of agricultural development. The author has been analysed “The State Target Program of Ukrainian village development until 2015” as a lever of managerial influence on the development of the agricultural sector and investigated the level of the Program implementation. As a result the author has substantiated a conceptual model of interaction of agricultural policy tools with state target programs of agricultural development. Scientific novelty of the research has consisted in the integrated and systematic analysis of the mentioned issues, taking into account the sectoral features of agriculture. Proposed methodological approaches could be applied by public authorities during formation of the state strategic programs of agricultural development, which has presented a practical value of investigation.

Exploring the essence of the concept of "Agriculture", summarizes the various approaches scientists concerning the interpretation of the definitions and AIC defined as a set of interrelated sectors of the economy, whose main task is to provide people with food. The article is based on developed conceptual scheme of interaction tools of economic development (fiscal instrument, institutional support, tools, competition and tools integration and interaction of) at different levels (national, regional - regional, subregional - level city, town, village). The theoretical balance paradigm of these tools is described and developed. The study presents quantitative and structural analysis of tools for regional economic development and the means of their implementation at all levels (regional, sub-regional and overall). The quantitative disparities between the tools used for local economic development in Ukraine are found out. The proposals for measurement of pass-through balance in the formation of the supportive tools for economic development at different levels are elaborated.

In the article the looks factors of financial market flexibility in accumulation and transformation of financial resources under cyclical development of the economy. The article has substantiated the significance of the regions financial potential of Ukraine in its stable economic development. The author has grouped Ukrainian regions according to share of its gross regional product, determined the position of region in terms of gross regional product and per capita. The estimation of regional economic growth differentiation has been made in Ukraine on the base of the method of macroeconomic indicators and region financial potential which has been expressed in the resulting indicator of financial and economic activity of the territory – the gross regional product. As a result the tendencies of the regional economic development have been identified and the reasons of profound differentiation have been investigated. Elaboration of tactical programs of stable regions development in Ukraine has been offered.

Inthis article theoretical conception of construction of mechanism of the monetary regulation offers on the basis of theory of economic mechanisms. Looks are generalized to essence of mechanism of the monetary regulation and his constituents are certain. Reasonably multilevel going near determination of essence of mechanism of the monetary regulation. The structure of instruments of mechanism of the monetary regulation is systematized and considered. It offers to divide the instruments of the monetary regulation into traditional and unconventional instruments or instruments of financial repressions. Also it offers to group all instruments of the monetary regulation in three large groups: instruments of providing of stability of money circulation, instruments of providing of liquidity, instruments of providing of volumes of crediting.

The existing conceptual approaches to the interpretation of the nature and attributes of taxes have been investigated, which has enabled to formulate the economic essence of social taxes in Ukraine. Untargeted and gratuitousness nature of single social contribution have been substantiated, and tax nature of that state obligatory payment has been proved. Social taxes have been defined as mandatory, legislative, state payments, which have been a source of state fund incomes, calculated on the base of salaries and wages of economic agents, revenue of individual entrepreneurs and self-employed persons.

COMMUNICATION BETWEEN A COMPLEX FINANCIAL ANALYSIS AND PREVENTIVE DIAGNOSTICS OF FINANCIAL SAFETY OF THE ENTERPRISE

The purpose of the article is to examine the experience of countries in the reform of national pension systems and providing science-based proposals for modernization of the pension system in Ukraine. Provided for this purpose to solve such problems: to analyze and systematize the experience of some countries to improve the practice of pensions, to identify the most acceptable for Ukraine elements of foreign pension reform proposals, on the main ways of further development of the pension system in our country. Research methods, both comparisons and generalizations - when establishing the essential differences in the approaches to the pension providing; analysis and synthesis - in determining the actual parameters of the pension protection and its financial performance; induction and deduction - in identifying problems that hinder the normal functioning of the pension insurance. Based on the study and critical analysis of scientific economic literature and statistical sources conducted a study of the current state of one of the components of the social protection system - pension insurance and its financial mechanism. It was found that the countries that timely noticed problems that threaten the efficient pensions, and to calculate the consequences for national budgets, began pension reform and search for new sources of funding. It was found that all the activities of the pension reform were designed to put maximum retirement pension dependent on the individual achievements of the employee (insurance period, wages, contributions to the insurance funds and other personal preferences). Now, in most European countries, the pensions come from three sources: the public pension funds, corporate sector pensions and individual pensions received under a contract of personal voluntary pension savings insurance. Further studies indicated problems it is advisable to direct the study of this aspect of the transformation of the pension system, as an introduction to parallel with the changes in the pension system of mandatory social health insurance, the introduction of the second funded pillar pension system, first on a voluntary basis and rationale for new approaches to reforming the pension system.

MANAGEMENT AUDIT OF OPERATIONAL COST ENERGY SUPPLY COMPANIES IN THE CONTEXT OF INTEGRATED MANAGEMENT SYSTEM

Attention is focused on the socio-economic contradictions of modern social development. The role of social policy and social welfare system as a mechanism for its implementation is observed. The place of this system in the process of social reproduction(particularly in the phase of production, distribution, exchange and consumption) and the development of the country are characterized. It was determined that main factor of social insecurity is a low income of the working population as a result of unfair distribution of national income. The "social discomfort index" is calculated as an indicator of social transformational shock in terms of market transformation and accumulation potential socio-scarce economy in Ukraine. The necessity of finding a new paradigm of social development is substantiated.

SOCIAL PROTECTION SYSTEM AS INTEGRATED MECHANISMS OF STABILIZATION OF SOCIAL, ECONOMIC AND POLITICAL DEVELOPMENT OF SOCIETY

The article researches the term “state debt” and its structure. The current state of the Ukrainian state debt within its types is characterized. Internal and external Ukrainian debt service expenses are analyzed. The author suggests that the state debt service expenses constantly increase in absolute measurers as well as in comparison with the general budget fund. Forecast estimations of the state debt service expenses indicate the further debt crisis escalation, since the peak of payments is expected in 2015-2016. It is determined that the debt service expenses increase may result in a debt crisis and an economic crisis. In order to decrease a negative influence of increasing the state debt service expenses on the country’s economic development, it is suggested to decrease the cost of the state debts by searching for the most beneficial debt conditions and to determine legislatively registered marginal and optimal parameters of debt burden for the country. It is prove, that the direction of debt resources to solely investment projects enables to receive profit, large enough to cover the debt service expenses.

Value at Risk (VaR) is one of the most important indicators used in risk management. Typically the normal distribution is used for its calculation, but the actual distribution of securities’ returns has much more probability in its tails than the normal distribution. In this article we derive VaR formulas for the Student’s t and Laplace distributions. Using assets on the U.S. and Russian stock market, we show that using these “fat-tailed” distributions lead to a significant increase in quality of risk measurement comparing to the normal distribution.
